The Government approves the Royal Decree on regulatory innovation in the electricity sector

Promoters admitted to test projects must sign a testing protocol with MITECO Pexels The Council of Ministers, at the proposal of the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), has today approved the Royal Decree establishing the general framework of the regulatory test bank for the promotion of research and innovation in the electrical sector.
It will allow the creation of limited and safe Faroe Islands Email List experimental spaces where pilot projects that require, for their execution, some regulatory exemption in the field of the electricity sector to be tested. The standard develops the general framework of test banks – sandboxesin English – with regard to the requirements that projects must meet to access them: how access and development of tests are articulated, or how they can be involve other agents other than the project promoter, among other aspects. It also establishes a system for monitoring evidence, cases of termination and suspension, and issues related to regulatory learning derived from these initiatives.

Some examples of pilot projects that were presented to the specific Expression of Interest launched by MITECO on sandboxes are energy aggregators, which would serve to transpose the internal market Directive; storage, to adapt regulation to needs and ensure an economically viable business model; and flexibility mechanisms for the electricity sector, which, specifically, could be demand management services. The approval of this Royal Decree allows compliance with the provisions of reform 4 of component 8 of the Recovery, Transformation and Resilience Plan, “Electrical infrastructure, promotion of smart networks and deployment of flexibility and storage.
